We therefore recommended you to seek the consent of the Authorities to the site which can be made to the South West of the first site applied for ena which we confidently think will be so far removed from the North point Bettery that the Military Autho- rities will wɛive the conditions of underground tanks and Dock and consent to your application.
11. Having escertained that any application for e site even if not in the immediate neighbourhood of a Battery, which does not rigidly fulfil the con- ditions named above must be referred to the W. D. in England, an application was made to the Director of Public Works to ascertain if the senction of the War Office Authorities were obtained whether the site would then be sola by the Colonial Authorities for the purpose of the Instellation.
12. A favourable reply having been obtained, we have surveyed the ground and prepared the plan annexed showing the site, which we recommend you to ask the Colonial Government to forward to the Military Authorities together with this Report.
The Factory for meking the tins into which the Kerosine is filled, the Filling Shed, Godowns for empty and filled tins together with the neces- sary sheds etc will be placed on the reclaimed ground to the N.E. of the Public Road.
